Issuance of two $2 commemorative circulation coins honouring the 75th Anniversary of D-Day (6 June 1944)

Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to sections 6.4footnote a and 6.5footnote aof the Royal Canadian Mint Act footnote b, authorizes the issue of two two-dollar circulation coins, the characteristics of which are to be as specified in item 1.1footnote c of Part 2 of the schedule to that Act and the diameter of which is to be 28.03 mm, and determines the design of those coins to be as follows:
- (a) a coloured two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centered at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin; and
- (ii) the reverse impression of which is to depict, on the inner core of the coin and overlapping onto the outer ring, an image of four Canadian soldiers and one Canadian sailor, wearing helmets, in a landing craft, the helmet of the middle soldier being olive green and the soldier on the right of the inner core holding a rifle, at the top of the inner core the inscriptions in terra rossa "D-DAY" and "LE JOUR J" below "D-DAY", and to the left of "D-DAY" and "LE JOUR J", on the outer ring, a rendering of a Royal Canadian Navy destroyer and a Royal Canadian Air Force barrage balloon and Spitfire, and to the right of "D-DAY" and "LE JOUR J", on the outer ring, a landing craft, a Royal Canadian Navy ship in the distance, a Royal Canadian Air Force Spitfire and two barrage balloons, centred at the top of the outer ring, two virtual images of a maple leaf between two lines, to the right of the design, on the lower part of the outer ring, the artist’s initials "AD", and centred at the bottom on the outer ring, a banner, covering the rightmost soldier’s face, with the inscription "2019" centred on the banner, two security marks consisting of a maple leaf within a maple leaf, each within a circle on either side of "2019", the inscription "REMEMBER" on the banner to the left of the left-hand security mark and "SOUVENIR" on the banner to the right of the right-hand security mark, and the inscription "CANADA" and "2 DOLLARS" on the edge of the coin, with a maple leaf before and after the inscription "CANADA"; and
- (b) a two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centered at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin; and

Issues
The Royal Canadian Mint (RCM) wishes to produce two commemorative $2 circulation coins honouring the 75th Anniversary of D-Day. The two $2 coins would have one shared design that would be produced in coloured and non-coloured versions. Pursuant to sections 6.4 and 6.5 of the Royal Canadian Mint Act, the Governor in Council may, by order, authorize the issue of circulation coins of a denomination listed in Part 2 of the schedule of that Act and determine the design of any circulation coin to be issued.
Background
The RCM produces commemorative circulation coins as a means to assist in the promotion of Canada, and Canadian values, culture and history. These special coins raise awareness of subjects, stories, and events of importance to Canadians and create engagement with the Canadian public.
Objectives
The objective of this Order is to authorize the RCM to produce two $2 commemorative circulation coins honouring the 75th Anniversary of D-Day (June 6, 1944). These coins serve as tangible keepsakes of the contributions and sacrifices of those who have served Canada in a military capacity in order to foster remembrance.
Description
The design depicts Canadians in a landing craft preparing to land on Juno Beach. They are supported by Royal Canadian Navy ships and aircraft of the Royal Canadian Air Force. On the inner ring, above the Canadians in the landing craft are the words “D-DAY” and “LE JOUR J.” A banner on the lower part of the coin’s outer ring features the words: “REMEMBER” and “SOUVENIR.”

This Order does not impose new administrative or compliance costs on small business. Therefore, the small business lens does not apply.
Rationale
These coins would communicate the contributions and sacrifices of our veterans in order to foster remembrance among Canadians on the occasion of the 75th Anniversary of D-Day.
Because these coins are available at face value and circulated widely, public demand is high with many coins being collected and taken out of circulation. Commemorative circulation coin programs contribute to the overall success of the event being commemorated.
Coins would be distributed through financial institutions with a portion reserved for coin exchanges.
