Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to paragraph 3(6)(b) of the Financial Administration Act footnote a, makes the annexed Order Amending Schedule III to the Financial Administration Act (PPP Canada Inc.).

1 Part I of Schedule III to the Financial Administration Act footnote 1 is amended by deleting the following:

Issues
Effective March 29, 2018, PPP Canada Inc. (PPP Canada) was dissolved. Amendments to Schedule III of the Financial Administration Act (FAA) are necessary to reflect its dissolution.
Background
PPP Canada was created in 2008 to spearhead the Government of Canada’s efforts to promote the use of public-private-partnerships (P3) within the federal government. Its mandate was to improve the delivery of public infrastructure by achieving better value, timeliness and accountability to taxpayers through P3s.
PPP Canada has fulfilled its mandate and the P3 model is now a generally accepted approach across provincial, territorial and municipal jurisdictions. Accordingly, on November 1, 2017, the Governor in Council authorized the Minister of Infrastructure and Communities to dissolve PPP Canada. PPP Canada is now dissolved.
The FAA is the cornerstone of the legal framework for general financial management and accountability of public service organizations and Crown corporations. It sets out a series of fundamental principles on the manner in which government spending may be approved, expenditures can be made, revenues obtained, and funds borrowed. Part I of Schedule III lists parent Crown corporations, which must submit annually an operating budget for Treasury Board (TB) approval. In addition, Schedule III is understood to be a list of all existing parent Crown corporations that are not exempt from most of the provisions of Divisions I to IV of Part X (Crown Corporations) in the FAA. Given PPP Canada’s dissolution, Part I of Schedule III to the FAA must be amended to reflect the dissolution of PPP Canada.
Objectives
The objective of the amendments is to ensure that Schedule III of the FAA remains up to date.
Description
The amendments delete PPP Canada from Part I of Schedule III of the FAA. Schedule III of the FAA lists parent Crown corporations.
“One-for-One” Rule
The “One-for-One” Rule does not apply to this Order because it does not impose any administrative burden on business.
Small business lens
The small business lens does not apply to this Order, as it will not impact small businesses.
Consultation
These amendments are administrative in nature and internal to federal government operations; no impact is anticipated. Accordingly, no consultations were undertaken.
Rationale
Since PPP Canada no longer exists, the corporation is removed from Schedule III of the FAA.
