Issuance of two $2 Commemorative circulation coins with design honouring the 100th Anniversary of Armistice (End of the First World War)

Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to sections 6.4 footnote a and 6.5 footnote a of the Royal Canadian Mint Act footnote b, authorizes the issue of two two-dollar circulation coins, the characteristics of which are to be as specified in item 1.1 footnote c of Part 2 of the schedule to that Act and the diameter of which is to be 28.03 mm, and determines the design of those coins to be as follows:
- a) a coloured two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf at the top of the coin and, clockwise from the right of the maple leaf, the inscriptions “D∙G∙REGINA”, “2 DOLLARS”, “CANADA” and “ELIZABETH II”, and
- (ii) the reverse impression of which is to depict, on the inner core and overlapping onto the outer ring, a large red poppy and the inscription “ARMISTICE” centred above it with the red poppy covering the bottom part of the letters “MIS” and, above the inscription “ARMISTICE”, a Canadian soldier’s helmet, and, on the outer ring, a poppy on either side of the helmet and, to the right of the design on the top part of the outer ring on the lower part of the coin, the artist’s initials “LM”, centred at the top on the outer ring, two virtual images of a maple leaf between two lines, and at the bottom on the outer ring, a banner with the inscription “2018” in the centre, two security marks consisting of a maple leaf within a maple leaf, each within a circle on either side of “2018”, the inscription “REMEMBER” on the banner to the left of the left-hand security mark and “SOUVENIR” on the banner to the right of the right-hand security mark, and the inscriptions “CANADA” and “2 DOLLARS” on the edge of the coin, with a maple leaf before and after the inscription “CANADA”; and
- (b) a two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf at the top of the coin and, clockwise from the right of the maple leaf, the inscriptions “D∙G∙REGINA”, “2 DOLLARS”, “CANADA” and “ELIZABETH II, and

Issues
The Royal Canadian Mint (RCM) wishes to produce two commemorative $2 circulation coins honouring the 100th Anniversary of Armistice. The two $2 coins will have one shared design, which will be produced in coloured and non-coloured versions. Pursuant to sections 6.4 and 6.5 of the Royal Canadian Mint Act, the Governor in Council may, by order, authorize the issue of circulation coins of a denomination listed in Part 2 of the schedule of that Act and determine the design of any circulation coin to be issued.
Background
The RCM produces commemorative circulation coins as a means to assist in the promotion of Canada, and Canadian values, culture and history. These special coins raise awareness of subjects, stories, and events of importance to Canadians and create engagement with the Canadian public.
Objectives
The objective of this Order is to authorize the RCM to produce two $2 commemorative circulation coins honouring the 100th Anniversary of Armistice (end of the First World War). These coins serve as tangible keepsakes of the contributions and sacrifices of all those who have served in Canada’s armed forces in order to foster remembrance among Canadians.
Description
The design will depict a Canadian First World War soldier’s helmet as a symbol of the contributions and sacrifices of our veterans. It will also depict a prominent, natural-looking poppy, as well as two other poppies on the outer rim. Between the poppy and the soldier’s helmet will be the word “ARMISTICE.” A banner below the poppy will feature the words “REMEMBER” and “SOUVENIR.”

Rationale
These coins will communicate the contributions and sacrifices of our veterans in order to foster remembrance among Canadians on the occasion of the 100th Anniversary of Armistice.
Because these coins are available at face value and circulated widely, public demand is high with many coins being collected and taken out of circulation. Commemorative circulation coin programs contribute to the overall success of the event being commemorated.
Coins will be distributed through financial institutions with a portion reserved for coin exchanges.
