EXPIRY REVIEW OF ORDER
Hot-rolled carbon steel plate
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review (Expiry Review RR-2023-002) of its order made on August 9, 2018, in expiry review RR-2017-004, concerning the dumping of hot-rolled carbon steel plate and high strength low-alloy plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths, in widths from 24 in. (+/- 610 mm) to 152 in. (+/- 3,860 mm) inclusive, and thicknesses from 0.187 in. (+/- 4.75 mm) to 4.0 in. (+/- 101.6 mm) inclusive, but excluding plate for use in the manufacture of pipe and tube (also known as skelp), plate in coil form, plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate) and plate produced to American Society for Testing and Materials specifications A515 and A516M/A516, grade 70 (also known as pressure vessel quality plate) in thicknesses greater than 3.125 in. (+/- 79.3 mm), originating in or exported from the People’s Republic of China (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping, the Tribunal will then determine if the continued or resumed dumping is likely to result in injury to the domestic industry. The CBSA will provide notice of its determination within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than December 7, 2023. The Tribunal will issue its order and its statement of reasons no later than May 15, 2024.
Each person or government wishing to participate in this expiry review must file Form I—Notice of Participation with the Tribunal, on or before July 25, 2023. Regarding the importance of the deadline to file a notice of participation, please read carefully the section titled “Support by domestic producers” in the document titled “Additional information” appended to the notice available on the Tribunal’s website. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, on or before July 25, 2023. The Tribunal will issue a list of participants shortly thereafter.
On January 29, 2024, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a public hearing relating to this expiry review commencing on March 4, 2024. The type of hearing will be communicated at a later date. If there are no opposing parties, the Tribunal may explore the possibility of holding a file hearing, i.e. a hearing through written submissions only, instead of an oral hearing.

The Canadian International Trade Tribunal has received a complaint (File PR-2023-041) from Malvern Panalytical, a Division of Spectris Canada Inc. (Malvern) of Montréal, Quebec, concerning a procurement (Solicitation 23-58122) made by the National Research Council of Canada. The solicitation was for the acquisition of a particle size analyzer. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on December 5, 2023, to conduct an inquiry into the complaint.
Malvern alleges that the successful bidder did not meet the mandatory requirements of the solicitation.

Regulated interswitching rates for 2024
Whereas in Determination No. R-2023-237 dated November 24, 2023, the Canadian Transportation Agency (Agency) determined, pursuant to subsection 127.1(1) of the Canada Transportation Act (CTA), S.C. 1996, c. 10, as amended, the regulated interswitching rates for 2024, according to the interswitching distance zones as defined in the Railway Interswitching Regulations, SOR/88-41, as amended;
Whereas pursuant to subsection 127.1(5) of the CTA, the Agency shall cause the interswitching rates to be published in the Canada Gazette, Part I, no later than December 31 before the beginning of the calendar year for which the rates apply,
The Agency hereby publishes the interswitching rates for the 2024 calendar year.

The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Jaspreet Sandhu, Payment Services Officer, Employment and Social Development Canada, to seek nomination as a candidate, before and during the election period, and to be a candidate before the election period in the federal election in the electoral district of Brampton West, Ontario. The election is expected to be held on or before October 25, 2025.
