NOTICE OF PUBLIC COMMENT PERIOD FOR AN APPLICATION FOR A PERMIT TO BUILD AND OPERATE AN INTERNATIONAL POWER LINE

Application by Hydro-Québec for a permit to build and operate a direct current power line from the Hertel substation to the Champlain Hudson Power Express project in the United States

On 8 July 2022, under section 248 of the Canadian Energy Regulator Act, Hydro-Québec (the Applicant) filed an application with the Canada Energy Regulator (CER) for a permit to build and operate a 400-kV direct current international power line. The selected route for the power line covers approximately 58 km (underground) from the Hertel substation in the municipality of La Prairie, to a point in the municipality of Lacolle, at the border between Québec and New York State, United States.

The Commission of the CER (Commission) wishes to obtain the views of interested persons on this Application before issuing a permit or making a recommendation to the Minister of Natural Resources requesting an order by the Governor in Council that the application be dealt with as an application for a certificate. In particular, the Commission is interested in the views of interested persons with respect to the impacts and effects of the Project, including any potential mitigation measures, as well as potential conditions issued on the Project.

The directions below explain in detail the procedure that will be used.

  1. The Applicant must provide a copy of the Application and related filings via email to any person who requests one by contacting Julie Couture, advisor – government approvals (couture.julie@hydroquebec.com). The Application and related filings including potential conditions is also publicly available on the CER’s website at https://apps.cer-rec.gc.ca/REGDOCS/Item/View/4236464.
  2. Letters of Comment that interested persons wish to submit must be filed online with the Canada Energy Regulatory (CER), and emailed to the Applicant, by 24 April 2023.
  3. Any reply to submissions that the Applicant wishes to submit shall be filed with the CER and emailed to the party that filed the submission by 9 May 2023.

To the extent possible, the Commission wishes to minimize duplication with the provincial regulatory process, namely, the environmental assessment process conducted by the Ministère de l’Environnement et de la Lutte contre les changements climatiques, de la Faune et des Parcs [Québec department of the environment and the fight against climate change], including all public hearings and consultation sessions held by the Bureau d’audiences publiques sur l’environnement [Québec office for public hearings on the environment]. In light of this, any issues that were raised and resolved in the above noted processes should not be resubmitted to the CER.

The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Michelle Neill, Excise Tax Examiner/Auditor, National Compliance, Canada Revenue Agency, to seek nomination as a candidate before and during the election period, and to be a candidate before the election period in the provincial election in the electoral district of Charlottetown-Brighton, Prince Edward Island. The election is expected to be held on or before October 2, 2023.

The Public Service Commission of Canada, pursuant to subsection 114(5) of the said Act, has also granted a leave of absence without pay during the election period, effective the first day the employee is a candidate during the election period.
