Federal Environmental Quality Guidelines for aluminium, selenium and siloxane D4
Whereas the Minister of the Environment issues the environmental quality guidelines for the purpose of carrying out the Minister’s mandate related to preserving the quality of the environment;
Whereas the guidelines relate to the environment pursuant to paragraph 54(2)(a) of the Canadian Environmental Protection Act, 1999;
And whereas the Minister of the Environment has consulted provincial and territorial governments and the members of the National Advisory Committee who are representatives of Indigenous governments in accordance with subsection 54(3) of the Act,
Notice is hereby given that the Federal Environmental Quality Guidelines for aluminium, selenium and siloxane D4 are available on the Canada.ca (Chemical Substances) website.

Public release of the initial environmental assessment and the summary of the initial gender-based analysis plus of the Canada-Indonesia comprehensive economic partnership agreement negotiations
In accordance with the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, Global Affairs Canada (GAC) is committed to conducting environmental assessments for all trade and investment negotiations.
The objectives of the environmental assessment of a free trade agreement (FTA) are
- (1) to assist Canadian negotiators to integrate environmental considerations into the negotiating process by providing information on the environmental impacts of a proposed agreement; and
- (2) to document how environmental factors are being considered in the course of the negotiations.
The Government of Canada is committed to sustainable development. Mutually supportive trade and environmental policies can contribute to this objective. The Minister of International Trade, Export Promotion, Small Business and Economic Development has therefore directed trade officials to assess and understand the relationship between trade and environmental issues at the earliest stages of decision making, and to do this through an open and inclusive process. Environmental assessments of trade negotiations are critical to this work.
The Government of Canada is also committed to advancing an inclusive approach to trade that seeks to ensure the benefits and opportunities resulting from FTAs are more widely shared, including with under-represented groups in Canada’s economy and trade, such as women, small and medium-sized enterprises (SMEs), and Indigenous peoples. In this regard, the Government has conducted a comprehensive quantitative and qualitative chapter-by-chapter gender-based analysis plus (GBA Plus) to inform Canada-Indonesia comprehensive economic partnership agreement (CEPA) negotiations through an examination of gender and other diversity considerations. The GBA Plus aims to provide a better understanding of the potential effects and opportunities of a Canada-Indonesia CEPA for all Canadians — workers, producers, business owners, entrepreneurs, and consumers. In this regard, the GBA Plus will help Canadian negotiators to identify opportunities for Canada to pursue new gender-responsive and inclusive trade provisions. On June 20, 2021, Canada and Indonesia launched negotiations towards a CEPA. In accordance with the transparency requirements under the Policy on Tabling of Treaties in Parliament, the Government tabled a Notice of Intent to enter into CEPA negotiations with Indonesia in the House of Commons on June 21, 2021, and its negotiating objectives on November 24, 2021. On January 9, 2021, the Government of Canada published the Notice of intent to conduct impact assessments, including an initial environmental assessment and gender-based analysis plus (GBA+), on a possible Canada-Indonesia Comprehensive Economic Partnership Agreement (CEPA). Further to this, on August 13, 2022, the Government of Canada released online the initial environmental assessment and the summary of the initial GBA Plus of the Canada-Indonesia CEPA negotiations.
All interested parties are invited to submit their comments on the initial environmental assessment and the summary of the initial GBA Plus of the Canada-Indonesia CEPA negotiations by November 18, 2022. Included in the summary of the initial GBA Plus is a set of questions for consideration, but comments on any related issue of interest will be accepted.
Following the conclusion of negotiations, and prior to ratification of the final CEPA, a final environmental assessment and a GBA Plus will be undertaken to assess the potential impacts of the negotiated outcome on the environment in Canada and beyond, and on gender and other diversity considerations in Canada.
The Government of Canada is seeking the views of all interested Canadians, including under-represented groups in trade such as women, Indigenous peoples and SMEs, as well as industry stakeholders, representatives of civil society, and non-governmental organizations.

Notice No. SPB-003-22 — Consultation on a Non-Competitive Local Licensing Framework, Including Spectrum in the 3900-3980 MHz band and Portions of the 26, 28 and 38 GHz Bands
Intent
The intent of this notice is to announce that Innovation, Science and Economic Development Canada (ISED) is initiating a consultation on a non-competitive local (NCL) licensing framework, with the intent to apply that framework to release spectrum in the 3900-3980 MHz band (referred to as the 3900 MHz band) and portions of the 26/28 GHz and 38 GHz bands (millimetre wave bands, or mmWave bands) through the release of the document entitled Consultation on a Non-Competitive Local Licensing Framework, Including Spectrum in the 3900-3980 MHz band and Portions of the 26, 28 and 38 GHz Bands.
Submitting comments
To ensure consideration, parties should submit their comments no later than October 11, 2022. Respondents are asked to provide their comments in electronic format (Microsoft Word or Adobe PDF) by email. Soon after the close of the comment period, all comments will be posted on ISED’s Spectrum Management and Telecommunications website. ISED will review and consider all comments in order to arrive at its decisions regarding the above-mentioned consultation.
ISED will also provide interested parties with the opportunity to reply to comments from other parties. Reply comments will be accepted until November 14, 2022.
All submissions should cite the Canada Gazette, Part I, the publication date, the title and the reference number of this notice (SPB-003-22).
