The intent of this notice is to announce the release of the document entitled Decision on Repurposing the 600 MHz Band. This document sets out the Department's decisions with respect to the policy and technical framework for repurposing the 600 MHz band.

EXTRACTIVE SECTOR TRANSPARENCY MEASURES ACT

Notice to interested parties — Consultation on implementation tools for the Extractive Sector Transparency Measures Act

The Extractive Sector Transparency Measures Act (“the Act”) received royal assent on December 16, 2014, and came into force on June 1, 2015. The Act delivers on Canada's 2013 G8 commitment to contribute to global efforts against corruption in the extractive sector. The Act requires businesses involved in the exploration or extraction of oil, gas, or minerals to publicly report each year on specific types of payments made to all levels of government, in Canada and abroad. Payment categories are taxes, royalties, fees, production entitlements, bonuses, dividends, and infrastructure improvement payments.

This notice provides Canadians with the opportunity to review and provide comments on the implementation tools for the Act, namely the Guidance and the Technical Reporting Specifications. Natural Resources Canada created these implementation tools in consultation with industry, civil society organizations, as well as Aboriginal experts and the provinces.

The Guidance is intended to help businesses understand the requirements of the Act and provides general information on areas such as

• who is subject to the Act;
• which entities must report payments under the Act; and
• what payments should be reported under the Act.

The Technical Reporting Specifications set out the way in which reports are required to be presented under the Act, including instructions on how to complete the reporting template. These specifications must be followed by businesses that prepare reports under the Act.

The draft Guidance and Technical Reporting Specifications can be accessed through the Natural Resources Canada Web site at www.nrcan.gc.ca/acts-regulations/17727.

Comments can be provided to estma@nrcan.gc.ca until September 15, 2015.

Following the consultation period, the final version of the Guidance and the Technical Reporting Specifications will be made public by the Government of Canada.
