NOTICE OF VACANCIES

IMMIGRATION AND REFUGEE BOARD OF CANADA

Members of the Immigration Appeal Division (IAD) and the Refugee Appeal Division (RAD) [full-time positions]

Salary range: From $107,000 to $125,800
Locations: Montréal, Toronto and Vancouver

The Immigration and Refugee Board of Canada (IRB) is an independent quasi-judicial administrative tribunal. The IRB hears refugee protection claims and immigration and refugee appeals, holds admissibility hearings and conducts detention reviews.

As independent single decision makers, members of the Immigration Appeal Division (IAD) and of the Refugee Appeal Division (RAD) review extensive documents, conduct proceedings, including hearings, and render decisions on immigration and refugee appeals.

Opportunities exist for one or more Board Member appointments at the IRB. This recruitment process is being initiated to fill current and future vacancies.

The ideal candidates would have a degree from a recognized university or an acceptable combination of relevant education, job-related training and/or experience. Candidates would also have a minimum of five years of experience as a decision maker in an adjudicative tribunal and/or in the interpretation or application of legislation.

Experience in applying the provisions of the Immigration and Refugee Protection Act in matters determined by either the IAD or the RAD or in the application of the United Nations Convention relating to the status of refugees would be considered an asset.

Computer skills, specifically in the use of word processing software, are desired. Proficiency in both official languages would be preferred. Bilingual candidates may be assessed in both official languages.

The ideal candidates would be knowledgeable about the role and mandate of the IRB and its members. Candidates would also possess superior interpersonal and communication abilities. Competencies sought of candidates include conceptual thinking, cultural sensitivity, judgement and analytical thinking, organizational skills and self-control.

The ideal candidates would be result-oriented. The IRB is a high-volume adjudicative tribunal and candidates not only would be capable of making high-quality decisions, they also would be able to sustain this level of functioning so as to consistently render a constant stream of decisions in a timely manner.

To obtain additional information on the selection process (http://www.irb-cisr.gc.ca/Eng/BoaCom/empl/Pages/MemComSelPro.aspx), a detailed statement of qualifications and criteria (http://www.irb-cisr.gc.ca/Eng/BoaCom/empl/Pages/MemComSoqEno.aspx) and further information on the IRB, please visit its Web site at www.irb-cisr.gc.ca.

The Government is committed to ensuring that its appointments are representative of Canada's regions and official languages, as well as of women, Aboriginal peoples, disabled persons and visible minorities.

The selected candidates must comply with the Ethical and Political Activity Guidelines for Public Office Holders. The Guidelines are available on the Governor in Council Appointments Web site, under “Reference Material,” at www.appointments-nominations.gc.ca/index.asp?lang=eng.

The selected candidates will be subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities. For more information, please visit the Office of the Conflict of Interest and Ethics Commissioner's Web site at http://ciec-ccie.parl.gc.ca/EN/Pages/default.aspx.

This notice has been placed in the Canada Gazette to assist the Governor in Council in identifying qualified candidates for these positions. It is not, however, intended to be the sole means of recruitment.

Candidates must complete the application form (http://www.irb-cisr.gc.ca/Eng/res/form/Documents/IrbCisr688_e.pdf) and clearly indicate how, where and when the candidate acquired the experience that meets the criteria. Interested candidates should forward their application form to the Director, GIC Secretariat Services, Immigration and Refugee Board of Canada, 344 Slater Street, Ottawa, Ontario K1A 0K1. The application deadline for the current process is July 13, 2015.

While we appreciate all applications, only those selected for further consideration will be contacted. Please ensure a valid email address is included in your application as this will be the only method by which all communication related to your application will be conducted.

English and French notices of vacancies will be produced in an alternative format upon request. For further information, please contact GICA-NGEC@pco-bcp.gc.ca.
