CANADIAN INTERNATIONAL TRADE TRIBUNAL

DETERMINATION

Information processing and related telecommunications services

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File Nos. PR-2014-015 and PR-2014-020) on October 9, 2014, with respect to complaints filed by CGI Information Systems and Management Consultants Inc. (CGI), of Gloucester, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. 2012-SDL-006) by Canada Post Corporation through Innovapost Inc. (Canada Post). The solicitation was for the provision of data centre services.

CGI alleged, among other grounds of complaint, that Canada Post, in destroying the evaluators' scoring sheets and notes, violated Article 1017(1)(p) of the North American Free Trade Agreement and parallel provisions of other applicable trade agreements.

Having examined the evidence presented by the parties and considered the provisions of the North American Free Trade Agreement, the Tribunal determined that this ground of complaint was valid.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2014-030) from 4Plan Consulting Corp. (4Plan), of Ottawa, Ontario, concerning a procurement (Solicitation No. 2B0KB-14-18583) by Shared Services Canada. The solicitation is for professional consulting services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on October 2, 2014, to conduct an inquiry into the complaint.

4Plan alleges that its bid was not properly evaluated and that information in its bid was ignored or not taken into account by the evaluators.
