MINISTERIAL INSTRUCTIONS RESPECTING LABOUR MARKET OPINIONS
Public policy considerations — refusal to process
1. For the purpose of paragraph 30(1.43)(c) of the Immigration and Refugee Protection Act, the public policy consideration that may justify, under that paragraph, the refusal to process a request for an opinion submitted by an employer to the Department of Employment and Social Development with respect to an application for a work permit is that
- (a) the Department has revoked an opinion provided to that same employer, under paragraph 2(b) of the Ministerial Instructions Respecting Labour Market Opinions that came into effect on December 31, 2013, or any other lawful authority to revoke an opinion, within the previous two years from the date of receipt of the request for an opinion,
unless the employer is able to demonstrate that the public policy considerations that justified the revocation are no longer relevant.

SPECIES AT RISK ACT
Description of critical habitat of the Eastern Prairie Fringed-orchid in St. Clair National Wildlife Area
The Eastern Prairie Fringed-orchid (Platanthera leucophaea) is a plant species listed on Schedule 1 of the Species at Risk Act as endangered. In Canada, the Eastern Prairie Fringed-orchid is restricted to southern and eastern Ontario, and is typically found in fens, tallgrass prairie and moist old fields. The Recovery Strategy for the Eastern Prairie Fringed-orchid (Platanthera leucophaea) in Canada (www.sararegistry.gc.ca/document/default_e.cfm?documentID=2239) identifies critical habitat for the species in a number of areas, including a federally protected area.
Notice is hereby given that, pursuant to subsection 58(2) of the Species at Risk Act, subsection 58(1) of that Act applies, 90 days after this publication, to the critical habitat of the Eastern Prairie Fringed-orchid, as identified in the recovery strategy for that species on the Species at Risk Public Registry, and located within the St. Clair National Wildlife Area described in Schedule 1 of the Wildlife Area Regulations made pursuant to the Canada Wildlife Act.

CANADA PETROLEUM RESOURCES ACT
Interest issued as a result of the 2013-2014 Call for Bids for Exploration Licences in the Beaufort Sea and Mackenzie Delta
The Minister of Indian Affairs and Northern Development hereby gives notice, pursuant to subsection 15(4) of the Canada Petroleum Resources Act, R.S. 1985, c. 36, 2nd supplement, of the interest which has been issued as a result of the 2013-2014 Call for Bids for Exploration Licences in the Beaufort Sea and Mackenzie Delta. The winning bidder, having submitted the issuance fee and the work deposit representing 25% of its work proposal bid, has been issued an exploration licence. A summary of the terms and conditions of the exploration licence is set out herein.
A notice of the selected bids was published in Part I of the Canada Gazette on March 15, 2014.
In accordance with the provisions of the 2013-2014 Call for Bids for Exploration Licences in the Beaufort Sea and Mackenzie Delta, the following exploration licence has been issued:

The following is a summary of the terms and conditions of exploration licence EL496:
- The exploration licence confers, relative to the lands, the right to explore for and the exclusive right to drill and test for petroleum; the exclusive right to develop those frontier lands in order to produce petroleum; and the exclusive right, subject to compliance with the other provisions of the Act, to obtain a production licence.
- The term of the exploration licence is nine years consisting of two consecutive periods of seven and two years.
- Each interest owner shall drill one well prior to the end of Period 1, as a condition precedent to obtaining tenure to Period 2. Failure to drill a well shall result in the reversion to Crown reserve, at the end of Period 1, of the lands not subject to a significant discovery licence or a production licence.
- The interest holder submitted its issuance fee and posted the work deposit equivalent to 25% of the bid submitted for the parcel. A reduction of the deposit will be made as allowable expenditures, as defined in the Call for Bids, are incurred on the lands in Period 1 of the term.
- Rentals will be applicable in Period 2 at a rate of $8.00 per hectare. A reduction of rentals will be made as allowable expenditures, as defined in the Call for Bids, are incurred during Period 2 of the term.
- Other terms and conditions comprised in the exploration licence include provisions respecting indemnity, liability, successors and assigns, notice, waiver and relief, appointment of representative and agreement by interest owner.
