Notice No. DGSO-001-14 — Consultation on amendments to Industry Canada's antenna tower siting procedures

The intent of this notice is to undertake a public consultation on proposed amendments to Industry Canada's Client Procedures Circular CPC-2-0-03, Radiocommunication and Broadcasting Antenna Systems, Issue 4. Industry Canada is proposing specific updates to the procedures for the siting of antenna systems in order to improve the transparency of the procedures and to address concerns that local residents and municipalities have expressed about antenna siting.

Submitting comments

To ensure consideration, parties should submit their comments no later than March 31, 2014. Respondents are requested to provide their comments in electronic format (Microsoft Word or Adobe PDF) to the following email address: spectrum.operations@ic.gc.ca. Soon after the close of the comment period, all comments will be posted on Industry Canada's Spectrum Management and Telecommunications Web site at www.ic.gc.ca/spectrum. All comments will be reviewed and considered by Industry Canada in order to arrive at the final procedures.

Notice No. SLPB-002-14 — Decisions on conditions of licence regarding research and development and Learning Plans

The purpose of this notice is to announce two decisions related to conditions of licence. First, it announces Industry Canada's decision to modify a condition of licence requiring licensees to invest a portion of their adjusted gross revenues in research and development (R&D) activities. This issue was raised in the public consultation process initiated in April 2009 through Canada Gazette Notice No. DGRB-001-09Consultation on revisions to the framework for spectrum auctions in Canada. The resultant decision paper stated that Industry Canada's decision with regard to the R&D condition of licence would be the subject of a separate paper to be issued at a later date. As a result of this decision, Industry Canada will update GL-03 — Guidelines for Compliance with the Radio Authorization Condition of Licence Relating to Research and Development.

This notice also announces Industry Canada's decision to replace a condition of licence requiring certain licensees in the 2500 MHz band to invest in a Learning Plan with the requirement that they invest a portion of their adjusted gross revenues in R&D activities. Comments on this issue were received following the issuance of Canada Gazette Notice No. DGRB-005-09Consultation on transition to Broadband Radio Service (BRS) in the band 2500-2690 MHz.

Interim Order Respecting Flights to Russia

Whereas the annexed Interim Order Respecting Flights to Russia is required to deal with an immediate threat to aviation security;

And whereas, pursuant to subsection 6.41(1.2) (see footnote b) of the Aeronautics Act (see footnote c), the Minister of Transport has consulted with the persons and organizations that the Minister considers appropriate in the circumstances concerning the annexed Interim Order Respecting Flights to Russia;

INTERIM ORDER RESPECTING FLIGHTS TO RUSSIA

INTERPRETATION

Terminology: Canadian Aviation Security Regulations, 2012

1. Unless the context requires otherwise, words and expressions used in this Interim Order have the same meaning as in section 3 of the Canadian Aviation Security Regulations, 2012.

APPLICATION AND CONFLICT

Application and conflict

2. This Interim Order applies in addition to the Canadian Aviation Security Regulations, 2012 and their related security measures. If there is a conflict between this Interim Order and the Canadian Aviation Security Regulations, 2012 or their related security measures, this Interim Order prevails to the extent of the conflict.

SCREENING AUTHORITY

Screening

3. (1) The screening authority at an aerodrome listed in the schedule to the CATSA Aerodrome Designation Regulations must not allow a passenger for a flight to Russia to pass beyond a passenger screening checkpoint into a sterile area unless the screening authority screens the passenger and any goods in his or her possession or control for liquids, aerosols, gels for powders.

(2) The screening authority must not allow a passenger for a flight to Russia who is in possession or control of a liquid, aerosol, gel or powder to pass beyond the passenger screening checkpoint into a sterile area.

(3) Subsection (2) does not apply in respect of

4. For greater certainty, an air carrier that operates a flight to Russia from an aerodrome listed in the schedule to the CATSA Aerodrome Designation Regulations is prohibited under subsection 4.85(3) of the Act from transporting on the flight a passenger or any goods in his or her possession or control unless the passenger and goods have been screened in accordance with this Interim Order.

5. This Interim Order ceases to have effect on February 24, 2014 if it is approved under subsection 6.41(2) of the Act.

The President (Chief Executive Officer) is responsible for providing strategic leadership and stewardship in defining, articulating and advancing the CTC's vision, mission, goals, strategies and values, and ensuring that the CTC's initiatives support the international competitiveness of the Canadian tourism industry and provide the maximum return on investment for the benefit of Canadian tourism businesses and the Canadian economy.

The ideal candidate would possess a degree from a recognized university in a relevant field of study, such as business or marketing, or an acceptable combination of education, job-related training and/or experience.

The ideal candidate would have a proven record of senior executive level management experience leading diverse and complex organizations, ideally with international exposure, as well as significant experience in a senior leadership position in either the private or public sector, and ideally in both. He or she would also have experience in marketing and product branding and in dealing with senior representatives of business and government, including building and maintaining collaborative partnerships. Experience in working with the Canadian tourism industry, as well as experience reporting to, or serving on, a board of directors, would be considered assets.

The ideal candidate would be knowledgeable about the CTC's mandate, role and responsibilities, as well as its legislative framework, including the Canadian Tourism Commission Act and the Financial Administration Act. Knowledge of the Government of Canada's structure and operations and its relationship with the CTC is desired. The candidate would have knowledge of the principles of marketing and product branding. Knowledge of the current challenges and opportunities for Canada's tourism sector, key leaders, emerging trends, competitive forces and global context is sought. He or she would also have knowledge of the principles of sound management and corporate governance, as well as risk management principles and practices.

The ideal candidate would have demonstrated ability in business development and in establishing collaborative partnerships, and would be able to anticipate, assess and address risks, especially those related to the financial position of an organization and to corporate social responsibility. The ability to apply strategic thinking skills when leading corporate planning and policy-making activities is desired, as is the ability to focus the energies and talents of the CTC's employees and to motivate them to achieve corporate objectives. The candidate would have the ability to develop effective working relationships with the Board of Directors, the Minister and his office, the Minister of State and his office, the Deputy Minister and the CTC's partners and stakeholders. He or she would also possess excellent communication skills, both written and oral. The ability to demonstrate strong and ethical leadership in meeting the CTC's mandate and in promoting the organization's values is sought.

To achieve the CTC's objectives and carry out its mandate, the President (Chief Executive Officer) would be a strategic and innovative leader who possesses sound judgement and is a person of high ethical standards and integrity. He or she would also possess superior interpersonal skills, tact and discretion, and be impartial.

Farm Credit Canada (FCC) is a financially self-sustaining Crown corporation operating under the authority of the Farm Credit Canada Act. The Royal Canadian Mint (the Mint) was originally established in 1908 as a branch of the Royal Mint of London, England. On December 1, 1931, an Act of Parliament established the Royal Canadian Mint as a branch of the Department of Finance. On April 1, 1969, with the passage of the Royal Canadian Mint Act, the Mint became a Crown corporation and now reports to Parliament through the Minister of Finance.

Today, the Mint is a commercial enterprise whose business ventures extend throughout the world. The Mint is classified as a Schedule III-II Corporation under the Financial Administration Act, the category reserved for organizations that conduct commercial operations and are self-sufficient. The Mint owns two facilities. The Ottawa facility houses the corporate head office, the gold and silver refineries and production facilities for non-circulation coins and medals. The Winnipeg plant, which includes a plating facility, produces all of Canada's circulation coins as well as circulation coins for numerous foreign countries. The Mint is an ISO 9001-2008 certified corporation. The Mint operates along four business lines:

As the Chief Executive Officer of the Corporation, the Master of the Mint reports to the Board of Directors and is responsible for providing leadership and direction in all aspects of the Corporation's activities, business performance and strategic development. The Board of Directors is accountable to Parliament through the Minister of Finance.

The ideal candidate would possess a degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience.

The ideal candidate would have a proven record, with significant experience as a chief executive officer or senior executive in a large, complex organization within a dynamic environment. The candidate would possess experience leading and developing high performance teams and managing financial resources, ideally with exposure to a unionized workforce. Experience providing strategic advice and making decisions on complex and sensitive issues, as well as experience in building and maintaining productive and multipartite relationships with partner organizations and diverse stakeholders, is desired. He or she would also have experience in reporting to, and/or working with, a board of directors of a large complex organization of significant size and scope. Experience working in a public policy environment or government organization and/or experience in a commercial environment with a record of generating revenue and profits within a customer-focused organization, preferably including at the international level, are sought.

The ideal candidate would be knowledgeable about the mandate and business activities of the Mint, its related public policy issues, as well as its governing legislation framework, including the Royal Canadian Mint Act and the Financial Administration Act. Knowledge and understanding of the Mint's business lines (Canadian Circulation; Numismatics and Collectibles; Foreign; and Bullion, Refinery and Exchange Traded Receipts), including its operations, risk management and competitive dynamics on an international scale, are desirable. The candidate would have an understanding of sound business practices and principles, including human resources and financial management, as well as good corporate governance. General knowledge of the business and political environments, along with stakeholders served by the Mint, is sought. He or she would also be familiar with Canadian government, policies, practices and decision-making frameworks, and possess an appreciation of quality measures within a lean manufacturing setting.

The ideal candidate would have the ability to appreciate the needs of diverse stakeholders, develop and articulate a corporate vision, and convert this into a strategic action plan. The ability to lead with strategic agility while inspiring a high performance workforce and building an entrepreneurial culture of teamwork and customer-focus is sought, as is the ability to establish and maintain strong and effective relationships with businesses, government and external stakeholders domestically and abroad. The candidate would also have the ability to identify and pursue innovative initiatives for increasing revenue generation through the development and implementation of new business opportunities/partnerships. He or she would be able to negotiate skilfully, as well as influence the opinions and ideas of others, build consensus and gain approval for plans, programs, and recommended courses of action. Superior communication skills, both written and oral, are also sought.

To achieve the Corporation's objectives and carry out its mandate, the Master of the Mint would be an innovative, entrepreneurial and strategic leader, who possesses sound business judgement and is a person of high ethical standards and integrity. He or she would possess superior interpersonal skills as an inspirational leader and motivator of people, and use tact and discretion in relating with others.

Proficiency in both official languages would be preferred.

The Mint's head office is located in Ottawa; therefore, the successful candidate must reside in, or be willing to relocate to, the Ottawa area or to a location that is within reasonable commuting distance.
