Letters patent amending the General Campaign Star and General Service Medal Regulations, 2009

Whereas, by letters patent issued on May 21, 2004, the General Campaign Star and the General Service Medal were instituted and created in Canada;

Whereas, those letters patent ordained, directed and appointed that the award of the Star and the Medal be provided for by the General Campaign Star and General Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on February 17, 2010, repealing the General Campaign Star and General Service Medal Regulations, and replacing them with the General Campaign Star and General Service Medal Regulations, 2009;

Whereas letters patent did issue on January 26, 2018, amending the General Campaign Star and General Service Medal Regulations, 2009;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the General Campaign Star and General Service Medal Regulations, 2009;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, orders that letters patent do issue, under the Great Seal of Canada, amending the General Campaign Star and General Service Medal Regulations, 2009 in accordance with the annexed schedule.

Whereas, by Our letters patent issued on May 21, 2004, We instituted and created in Canada the General Campaign Star and the General Service Medal for the purpose of according recognition to any person enrolled in, attached to or working with the Canadian Forces who participated in or provided direct support on a full-time basis to operations in the presence of an armed enemy;

Whereas, by those letters patent, We ordained, directed and appointed that the award of the Star and the Medal shall be provided for by the General Campaign Star and General Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on February 17, 2010 repealing the General Campaign Star and General Service Medal Regulations, and replacing them with the General Campaign Star and General Service Medal Regulations, 2009;

Whereas letters patent did issue on January 26, 2018, amending the General Campaign Star and General Service Medal Regulations, 2009;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the General Campaign Star and General Service Medal Regulations, 2009;

Now know you that We, by and with the advice of Our Privy Council for Canada, do by these presents amend the General Campaign Star and General Service Medal Regulations, 2009 in accordance with the annexed schedule.

SCHEDULE

1 (1) Subsection 3(2) of the General Campaign Star and General Service Medal Regulations, 2009 is replaced by the following:

(2) On the obverse of the Medal shall appear a contemporary effigy of the Sovereign of Canada, circumscribed with the inscription in capital letters of the Canadian Royal Title and the word “CANADA”, separated by small crosses pattée.

(2) Subsection 3(6) of the Regulations is replaced by the following:

(6) The Medal shall be engraved on the rim with the military or police recipient’s service or regimental number, rank, forename initials and surname or with the civilian recipient’s forenames and surname.

2 Section 5 of the Regulations is replaced by the following:

5 Despite section 4, the Governor General may, on the recommendation of the Chief of the Defence Staff, award the Star to any person who has rendered distinguished services, under exceptional circumstances, such as taking direct actions against the enemy, and is a Canadian citizen in the employ of the Crown in right of Canada or of the Staff of the Non-Public Funds, Canadian Forces, or under contract with the Government of Canada, and otherwise meets the criteria applicable to a member of the Canadian Forces referred to in paragraph 4(a).

3 Paragraph 6(1)(c) of the Regulations is replaced by the following:

5 Section 10 of the Regulations is replaced by the following:

10 (1) A recipient of the Star or Medal may be awarded a first Rotation Bar if the person has served 210 cumulative days, including the days of service that made them qualify for the award of the Star or Medal.

(2) A recipient of one or more Rotation Bars may be awarded an additional Rotation Bar if the person has served an additional 180 cumulative days of service after qualifying for the last Rotation Bar that they have earned.

6 Sections 17 and 18 of the Regulations are replaced by the following:

17 (1) The Star and the Medal shall be worn on the left breast in accordance with the order of precedence determined by the Governor in Council.

(2) One Rotation Bar shall be worn centred on the ribbon.

(3) One Rotation Bar bearing five maple leaves shall be worn instead of five single maple leaf Rotation Bars.

(4) When several Rotation Bars are awarded, they shall be spaced evenly on the ribbon in the order that they were earned. The first Rotation Bar earned shall be worn closest to the Star or Medal.

(5) When the undress ribbon is worn, a silver maple leaf shall be worn centred on the ribbon of the Medal to indicate the award of a Rotation Bar, a gold maple leaf shall be worn to indicate the award of a second Rotation Bar and a red maple leaf shall be worn to indicate the award of a third Rotation Bar. If more than three Rotation Bars have been awarded, the maple leaves shall be worn in combination so as to indicate the total number of Rotation Bars awarded.

18 A person to whom the Star or Medal has been awarded may wear a miniature of the Star or Medal on all occasions when the wearing of miniatures is customary.

7 Section 21 of the Regulations is replaced by the following:

21 Nothing in these Regulations limits the right of the Governor General to exercise all powers and authorities of the Sovereign of Canada in respect of the Star, the Medal and the Rotation Bars.

Letters patent amending the Operational Service Medal Regulations

Whereas, by letters patent issued on July 5, 2010, the Operational Service Medal was instituted and created in Canada;

Whereas those letters patent ordained, directed and appointed that the award of the Medal be provided for by the Operational Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on December 27, 2011, amending the purpose of the Operational Service Medal contained in the letters patent issued on July 5, 2010, and amending the Operational Service Medal Regulations;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the Operational Service Medal Regulations;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, orders that letters patent do issue, under the Great Seal of Canada, amending the Operational Service Medal Regulations in accordance with the annexed schedule.

Whereas, by those letters patent, We ordained, directed and appointed that the award of the Medal shall be provided for by the Operational Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on December 27, 2011, amending the purpose of the Operational Service Medal contained in the letters patent issued on July 5, 2010, and amending the Operational Service Medal Regulations;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the Operational Service Medal Regulations;

Now know you that We, by and with the advice of Our Privy Council for Canada, do by these presents amend the Operational Service Medal Regulations in accordance with the annexed schedule.

Whereas, by letters patent issued on June 11, 1984, the Special Service Medal was instituted and created in Canada;

Whereas those letters patent ordained, directed and appointed that the award of the Medal be governed by the Special Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on December 1, 1992, revoking the Regulations annexed to the letters patent issued on June 11, 1984, and substituting them with the Special Service Medal Regulations annexed to the letters patent issued on December 1, 1992;

Whereas letters patent did issue on October 1, 1999, amending the Special Service Medal Regulations;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the Special Service Medal Regulations;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, orders that letters patent do issue, under the Great Seal of Canada, amending the Special Service Medal Regulations in accordance with the annexed schedule.

SCHEDULE

1 (1) The definition member in section 2 of the Special Service Medal Regulations is repealed.

(2) Section 2 of the Regulations is amended by adding the following in alphabetical order:

eligible allied force member means a member of an allied force who worked as an integral part of the Canadian Forces, including a member who participated in an exchange program; (membre admissible d’une force alliée)

eligible civilian means a Canadian citizen in the employ of the Crown in right of Canada or of the Staff of the Non-Public Funds, Canadian Forces, or under contract with the Government of Canada, and under the authority of the Canadian Forces; (civil admissible)

2 Subsection 4(3) of the Regulations is replaced by the following:

(3) The Medal shall be awarded with a Bar that the Governor in Council specifies as representing the service referred to in paragraph 5(a) or (b).

3 Sections 5 to 7 of the Regulations are replaced by the following:

5 A person is eligible to be awarded the Medal if the person

6 The following activities do not constitute special service that merits recognition:

7 An award of the Medal shall be made by the Governor General, who signs an instrument of award.
